Experiencing undesired "snap-to" behavior

This has been going on a for a while, but finally it's beginning to really irritate me. 

I have no "snap to" behaviors turned on!  But when I try to adjust something, the size of a rectangle for instance, I have to zoom in VERY close so that it doesn't snap to the grid, another object or Heaven knows what (that I can't see) and so that I can place it exactly where I want to. In case of this photo, at the halfway point between the two red dots.  When I attempt to re-size the rust red rectangle a bit larger, and it snaps either to the outer edge, or to where it started. 

I don't know if I just have to live with this, or is there something I've missed? [*-)]

    Just to check, do this on a copy of the same file.

    Delete all objects except the yellow background and the rust red rectangle and see if you can resize. If you can, them maybe its using the 'Alignment Guides' snap.

    Please also provide exact dimensions of both the yellow background and the rust red rectangle so I can try and duplicate the issue.
