Hi, I want to use hex colours in CorelDRAW. I can see the hex colour values when editing colours however I cannot find a place to insert or edit the values.

I just use the hex box in the Fill properties, using the RGB color model for the fill type:
I am either given the colors, or I choose them from one of a few sources and copy/paste those values.

When using a hex to cmyk converter I get CMYK(1.0000, 0.0000, 0.8952, 0.5882) but can only input whole numbers.

I think that "0 to 1" corresponds to "0 to 100%".
So, multiply by 100?
So, C100 M0 Y90 K59?

Myron the CMYK value is dependent upon your color management setting. Any conversion table needs to reference the source RGB space (in general when using HEX it is assumed sRGB) and then the destination CMYK profile.
