I have a file that consists of various fountain Fills. When I publish to pdf and choose prepress preset or any other preset only one of the fountain fills is retained imported back to cd for verification. The other Fountain Fills are made up of a thousand shapes all of different "stepped colors" to make up the fountain fill.

Glad I'm not the only long-time CD user having problems right now. It seems I just get it all straight and then it does something loopy.
I'm using Corel Draw 2017 and had no trouble exporting your file to Prepress PDF. Viewing the PDF all looked as it's supposed to (how you needed it). I'm using Adobe Acrobat DC. Importing the PDF back into Corel draw it all looked fine too.
I hope you've managed to find a suitable answer.
