More recent versions of CorelDraw have a step and repeat function (I don't think that's in X7) which could make this faster.
The Rotate tools in the Transformations docker can produce multiple copies in one operation.
One operation can produce 4 minute markers at 6° increments.
A second operation can produce 11 x (1 hour marker + 4 minute markers) at 30° increments

Be aware that you may not get a satisfactory image for a watch dial by using DRAW and Photopaint.DRAW creates vector images which are mathematical descriptions of the image - and so - may be scaled to any size.Photopaint is bit map application. The last I looked, you could only get a maximum of 300 ppi when converting to a Photopaint image from DRAW.
A watch dial can taper down to a hundredth of an inch or so - thus the width would be only a few pixels wide. That's not enough for an offset press either.
I'm not aware how watch people handle this.

I just drew a 1 inch diameter watch face in X7 and exported to .CPT at 12,000 dpi.
Perhaps something has changed since you last looked.
