Okay, I understand the prompt that you're seeing when trying to run CorelDRAW X3. Sorry for not understanding what you were describing.
For me, it does not work to try and right-click the "CorelDRAW X3" icon and select "Run as Aadministrator...", because Windows is not offering "Run as Administrator" in the context menu when right-clicking the shortcut created by the CorelDRAW Graphics Suite X3 installation. Windows is giving the shortcut the "shield" icon overlay as though it will attempt to "Run as Administrator" by default when running this shortcut, but when invoking the shortcut no attempt to "Run as Administrator" occurs, and "Run as Administrator" is not an available option when right-clicking. (Windows Vista SP1 English x86)
However, if I browse to "C:\Program Files\Corel\CorelDRAW Graphics Suite 13\Programs" and right-click CorelDRW.exe there, I can select "Run as Administrator" from the context menu and this allows me to successfully reach the activation page.
So you are saying that you have been able to successfully use "Run as Administrator" when launching CorelDRAW. Are you saying the prompt "To start this application for the first time or to active, log in using an administrator-level account" continues to appear even when you've started the program successfully with "Run as Administrator"?
Or are you saying that starting CorelDRAW using "Run as Administrator" lets you successfully reach the CorelDRAW Graphics Suite activation page? If so, have you been able to successfully complete the activation process for CorelDRAW Graphics Suite?
Or is the activation process failing before successful completion, which might explain why the "To start this application for the first time or to active, log in using an administrator-level account" message continues to appear?
Perhaps also confirm what version of Windows you're encountering this issue on. (Windows Vista x86, Windows Vista SP2 x64, Windows XP SP3 x86, etc.)
