Is there a way to edit the Welcome/Quick Start screen?

except with better artwork. Is this possible? What files do I need to change?
That actually looks like it might be a welcome screen from one of the older versions.
I think you could probably do it in VBA, t with a user form that runs in GlobalMacroStorage_Start. The options and the background could be images. But I'm not sure offhand how you would get the name of the last-edited document.

I don't think there is an existing file you can edit. You would need to create it as a user form, using the VBA editor.
