edit Welcome/Quick Start screen?

Is there a way to edit the Welcome/Quick Start screen?

I would like to make this:

Look more like this:

 

except with better artwork.  Is this possible?  What files do I need to change?

    That actually looks like it might be a welcome screen from one of the older versions.

    I think you could probably do it in VBA, t with a user form that runs in GlobalMacroStorage_Start. The options and the background could be images. But I'm not sure offhand how you would get the name of the last-edited document.
