In the new 2018 update: When publishing to PDF, the results do not include bitmap images. Acrobat displays an error message saying that an error exists on the page and that it will not display correctly. Any bitmap is not displayed. Another 2018 bug.
I find (on Ariel's advice) that converting the fonts to curves works; I'd previously always embedded them.
I'm stil stumped as to why the same document (with embedded fonts) exports to PDF from X8 and not 2018. Regard bitmaps for single signs I'm playing safe and flattening the whole file before exporting - I can't take the risk with a composite Draw file.at the moment.
I too am constantly getting the Replace Fonts message even though they're all installed, but probably not so often. That'slikely a "bedding-in" issue.
I've more or less resolved the issue thanks to Ariel. See Reply to KenJaz. I'm sending you the file that refuses to exoort fully to PDF by dropbox. Other files have the same problem with embedded fonts.

I cannot properly test your file as I do not have your fonts, I would like to try two things. Save as and rename the file, TURN OFF FONT EMBEDDING when you rename the CDR file, then publish to PDF however DO NO SUBSET the fonts in the PDF.
Then check he PDF result please.
I looked at you file and some of the fonts even though they are embedded they are embedded as subsets and throw an error when trying to edit the text.
