WORKING SOLUTION FOR ME, TRY BY YOURSELF AND LET ME KNOW
1. Click Start, click Run, type regedit, and then click OK.
2. Expand the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\
You'll see it before zone number 0, there is 1 extra (parasite) zone. You should delete that extra (parasite) zone from there.
That's all! Command buttons will appear
Pretty much all of the last three posts describe the issues of using XP after a long period of being installed. Too many items have updated something and some of those items have updated something with an older file. Installing on XP was 2 weeks of pain for me as well. But I couldn't install Visual Studio either.
It is this accumulation of errors. Even 2 weeks of trouble-shooting and support from Corel didn't help me. I'd read every help file and reinstalled .Net at least 5 times.

The 'brute force' solution is to slipstream your XP disk with the service pack and repair the OS.
The tools to do that are free and links are on the url above.
Slipstreaming is a MUST as you cannot repair an XP install using the original XP disk or the service pack. You should build a XP disk like this while your system is working so you have a repair disk.
But for all the time and effort it is easier to move to Win 7. That is the bottom line.
