Is it possible when I choose Artistic Media tool, it open artistic media docker. That would save alot of time.

Sure you can keep your Docker opened.
I leave several opened all the time.
Unlike most folks here, I prefer to use Dockers and or custom icons that I can access directly with one click.
It eliminates the need for me to be in constant contact with my keyboard.
Don't misunderstand, of course I use my keyboard............but with a lot of processes, it's just as easy to lean back in your chair and click icons.

Oh, I use Icons too!
I use icons, I use shortcut keys, and I use dockers. I use whatever speeds up my work. Icons are handy, but for me moving the mouse to get to an icon when I am in the midst of drawing, doesn't make sense -- that's when shortcut keys really help.
And Jeff, I do think you would win the prize for icons!

I agree, as for PP, I hope for interactive opacity and feathering on the fly for the erasing, effects and drawing nibs.
