I don't disagree with this but CorelDRAW supports features in PDF that will cause those features to open in other programs that can edit PDF what is incorrectly, they output perfectly but will show up as broken apart fills. Corel gave the Corel user what they wanted but it caused this unintended consequence.
Send them an AI file
You need to know that CorelDraw has never nor will it ever create complex effects in a way editable by Illustrator, same goes for Illustrator. The trick is to identify those effects and not use then when sending to a client that wants ad editable file.

This is the problem. If the designer is Corel Draw user and the client is Illustrator user in this case the "colaboration" not works. Or the designer abandon CorelDraw and use Illustrator and work with client without limitations or the designer abandon the client because from coreldraw to ai transfer is limited or not works. Which one is better?Tough question. :)
