Maybe this is fixed in X8 or 2017?
I think I see what Myron is observing.
On the right hand side, the unfilled larger rectangle is in front of the red rectangle.
My observations using X8 match Myron's:
Now, I also tried it using the Attributes eyedropper, with "Fill" checked. I haven't used that tool much, and was surprised to find that it won't let me apply a fill to an unfilled object. On the face of it, at least, that seems to me like a bad way for that tool to behave. In the same situation, the right-click drag and drop approach works just fine.Doing some more testing today causes me to strike out that last paragraph. The Attributes eyedropper is working the way I would expect it to.
Took me a while to understand what you meant but in short; you can not use the eyedropper to fill the red square (to the right) because when you try the object on top of it gets filled instead, right? The same thing happens in 2017 too, so I guess you have to use the right drag method instead. By the way, I assume you are aware of the quick way to copy fill and/or outline by dragging? Press Shift while right-dragging to copy the fill, and use Alt to copy the outline, Shift+Alt will copy both.No need to choose from a right click menu.

Perhaps it behaves as described by Myron - and by me - even if "Treat all objects as filled" is not enabled.
