Bitmap / Color Transform / halftone
if you want a vector dotted pattern you can use a software called rasterbator, as you can see on this post: http://community.coreldraw.com/forums/p/16740/70848.aspx#70848

right click / trace bitmap, then ungroup the result
I actually break aparts the parts of a picture e.g. a bird bitmap i want to break it so that i can seperated its different parts such as wings mouth legs feet beak background etc.

That's how CorelTRace works. Select your bitmap inside CorelDRAW, choose "r¡trace bitmap" and the result will be a group of vectors. But the quality of the result is relative to the quality of the original image. If the photo is too complex, the best solution is manually drawing each part: wings, mouth, etc

Hi Merry,
This is highly dependent on the specific piece of bitmap you are trying to trace. The Auto-Trace feature does not give you the kind of control over your drawing as you have when you draw it manually. If you are unable to break apart the image as you desire you may have to draw lines and trim your object with those lines. But show us the example first.
Jeff has the demonstration of what I was trying to suggest above:
