What you appear to be describing is actually a behavior of Windows Vista; not of CorelDRAW itself.
The administrator account that Windows is prompting for is an account that would have been defined when setting up Windows on the computer that you are using. You will be prompted for an administrator-level account during several types of actions; not just in relation to Corel applications.
Someone familiar with how Windows was installed and configured on the specific computer you're using would need to provide you with the Windows username and password of the administrator-level account that exists on that computer.

Currently we are assuming that you are seeing a prompt similar to the one shown in the screen shot attached at the bottom of this message. If the screen shot attached is not the kind of prompt you are seeing, post a screen shot of the specific prompt that you are trying to satisfy.
For the prompt shown in the screen shot attached here, Windows is presenting this prompt because you are attempting to perform an action for which Windows requires you to have full administrator access to your computer. Installing a new application, whether it is specifically CorelDRAW or almost any other Windows application, requires that you have full administrator access to your computer.
If the Windows user account you are currently logging into Windows Vista with is NOT an administrator-level account, Windows is going to prompt you for the username and password of an administrator-level account on your Windows computer in order to continue with the application installation. This happens regardless of whether you manually select "Run as administrator...", or simply try and perform that installation directly. Windows will force most application installations to "Run as administrator" whether you manually elected to do it or not.
When your current Windows user account already is a member of Administrators, Windows Vista will still be prompting you for a confirmation to run the setup program, but would not be asking for you to input credentials of an administrator-level account. Instead it would simply be seeking "approval" to use the administrator-level rights your current Windows account already has.
Since Windows is prompting you to provide the username and password of an administrator-level account, it appears that your current Windows account is not an Administrators member. This typically means there is another Windows user account on this same computer which IS an Administrators member, and was used to create the additional user account you're currently logging in with. The other Administrators member account usually shows up in the list Windows prompts you with, unless the Administrators member account has been subsequently disabled or deleted. (For example, in the attached screen shot you can see the the other user account "user456" in addition to "user123".)
If you do not know the name or password of the Administrators member account on your computer, or if you need Windows-specific help in trying to investigate and resolve why there are not any Administrator member accounts showing up on your computer, I recommend that you seek help for how to troubleshoot this issue in a Windows Vista security-related discussion group, such as: http://social.answers.microsoft.com/Forums/en-US/vistasecurity/threads/
Although someone here in the CorelDRAW.com forums might be kind enough to help, searching though the existing messages in the Windows Vista security discussion group from people with similar Windows Vista problems, and asking the experts that hang out in the Windows Vista security discussion group if necessary, is the better and more appropriate place to try and discuss and resolve this Windows issue. Since this is not a simple or "quick" situation to identify and resolve.

Okay, I understand the prompt that you're seeing when trying to run CorelDRAW X3. Sorry for not understanding what you were describing.
For me, it does not work to try and right-click the "CorelDRAW X3" icon and select "Run as Aadministrator...", because Windows is not offering "Run as Administrator" in the context menu when right-clicking the shortcut created by the CorelDRAW Graphics Suite X3 installation. Windows is giving the shortcut the "shield" icon overlay as though it will attempt to "Run as Administrator" by default when running this shortcut, but when invoking the shortcut no attempt to "Run as Administrator" occurs, and "Run as Administrator" is not an available option when right-clicking. (Windows Vista SP1 English x86)
However, if I browse to "C:\Program Files\Corel\CorelDRAW Graphics Suite 13\Programs" and right-click CorelDRW.exe there, I can select "Run as Administrator" from the context menu and this allows me to successfully reach the activation page.
So you are saying that you have been able to successfully use "Run as Administrator" when launching CorelDRAW. Are you saying the prompt "To start this application for the first time or to active, log in using an administrator-level account" continues to appear even when you've started the program successfully with "Run as Administrator"?
Or are you saying that starting CorelDRAW using "Run as Administrator" lets you successfully reach the CorelDRAW Graphics Suite activation page? If so, have you been able to successfully complete the activation process for CorelDRAW Graphics Suite?
Or is the activation process failing before successful completion, which might explain why the "To start this application for the first time or to active, log in using an administrator-level account" message continues to appear?
Perhaps also confirm what version of Windows you're encountering this issue on. (Windows Vista x86, Windows Vista SP2 x64, Windows XP SP3 x86, etc.)
