In the Align and Distribute command, there are no distribute commands available. I suppose this is a bug, otherwise it wouldn't be called what it is called. Please include the Align and Distribute dialog in Designer too.
Looking at the DESIGNER 12 SP2 default UI I get the "Align and Distribute" dialog with both Align and Distribute tab and the corresponding features.In fact there is no difference in this dialog between DRAW and DESIGNER 12. That looks different in your workspace?
