Im following a utube howdoi because I want to create 3d text
I enter text, then select it, in Effects select artistic text but cannot select perspective because it is grayed out....
why??

Maybe a workspace problem.
Try resetting it by holding F8 wile the program starts, follow the instructions.
I think perhaps you may have selected some "paragraph" text rather than "artistic" text ? CorelDraw can only apply perspective to artistic text.
If that's the problem, you can toggle text from paragraph to artistic text using Ctrl-F8. Check the result because some paragraph features may not exactly convert.
You should then be able to apply perspective.

You should try the extrude tool for 3d text.(you can get some pretty cool effects) just a thought.

Another way is with your 'Interactive Blend Tool'. Type in your text; duplicate it (CTRL + D); off set it from the original; use the tool to make it pop.
