I am having a real problem with the internal file converter. It will not separate the layers from the original file. So when I convert from CDR to CAD it ungroups all objects and puts everything on one layer. Furthermore, is it even possible to truly convert a cdr to a cad format?

I have no personal experience with it, but you might look at eCut.
I don't know if it - or some other solution - can preserve much document structure when going from CorelDRAW to any CAD format.
For a lot of users, what they really want from DXF is content that will play nice with whatever they are using for their laser cutter, engraver, CNC router, etc.
I have tried the DXF format, but it's basically gibberish as a drawing. It has turned into a complete vector drawing and useless as a CAD. Every line is a separate object. Every single line!
I've heard of one called "DXFTool Pro", but their web site only shows support for versions up to X6.
I spent a good hour trying all those online convertors and trail software downloads, and none of them work with X8. Even when I try to import the layers as individual DFX files, CAD rejects the import because the DGN file is no longer supported. Thanks once again for your timely response.
This is one of those cases where I really can't contribute anything from direct experience - but I can sympathize with your situation. When it comes to moving content between different software packages, sometimes it really feels like "you can't get there from here".
