Hello everyone, Can we add "Transparent Color Bitmaps" into PP's Artistic Media like we do vectors in Draw? I can't seem to find the way in PS either.

Yes, we can. Just make sure it's an transparent object on its own layer. Don't mask the objects when you save your sprayer, just select/highlight the layer(s) in the Object docker. Here's a screen shot of my bubble spraylist file, only the highlighted objects will be included when I save the Image list. They are VERY transparent!

Brushes/nibs are saved in grayscale only, but they can have transparency. Use CTRL+M to mask you object you want to use as a brush. Then with the Paint tool (P) active, open the Brush Settings docker and click on the Nib options button (beside Nib properties) and choose "Create from contents of mask." This will save it as a nib.

Hmmm, so I guess I'll have to wait for the new technology for saving brushes in their real colors.
If you save brushes/nibs and start to work with like any other brush/nib in Photo-Paint/Photoshop, in Photo-Paint just adjust your brush to be transparant if you like. Dive into the Brush Settings docker, its loaded And with capabilities.
So if you choose any kind of brush/nib, then add transparancy in either the brush settings docker or in the Object Docker, and choose any colour you can think of. And start working. I am probably missing something in what you mean, but from my end I dont see whats the issue :-)
