Putting an outline to A bitmap picture

I need to know if there is a way to put an outline to a photo? I do laser engraving and I would like to make the laser cut around the form of a picture. To do so I need to put a red line around the area I want cute out. I went to edit bitmap and the went to cutout lab and cut the background of the picture out. Now I want to apply a outline to the area I have left. I hope I am explaining  this good enough so someone can help.

  • Make a mask from the object (I am assuming you made that an object; if
    not create a mask unless you already have one, using the magic wand.)

    Then use the top secret you will never find it in help unless you know
    the exact, illogical way it is described, stroke mask.

    In help, look under

    "brush strokes"
    "applying to edges of masks"

    then way down at the bottom of that useless page which comes up take the
    link

    "To apply color or an effect along the edges of an editable area"

    You wonder why I call it top secret?
