When i call "edit bitmap" function, i can't get Photo Paint an d displays the error "Failed to launch server application". Wht can i do?

I get the same error and it's definitely not a memory problem (i have 8Gb's and no other programs are open). I use Vista Ultimate X64.
It's not a trial program, never had a trial installed. Did a clean install for X4.
I have tried numerous files to test, different bitmaps, different dpi's, new files with newly converted bitmaps (filled rectangle to bitmap).
Any ideas??
