It all depends on the photo... complexed photos ...I wont try to convert to Clipart...but if its a simple image I prefer to redraw it instead of using the trace feature. It all depends on what you want... high quality or something more refined... Paul's suggestion is the easiest way to go!
Depending on the results you need..........you could always run the photo through PowerTrace.
