I have been trying to find out about this everywhere. The best program I ever purchased was Image Commander. It is small, packs a powerful punch and does simple tasks like resizing, rotating and cropping photos in nothing flat! But my problem is, I bought it when computers had floppy discs and can't find out how to purchase it anywhere these days. Can someone from Corel help me? I would even buy it all over again, if I only knew where! Thanx in advance.
Jasc Image Commander became Jasc Media Center back in the mid-late 90s.
Just from the tool's abilities, that you desribe above, I would look into IRFanView. This is basically an image viewer, but does have the ability to resample, resize, rotate and crop images of many, many formats.
