How to remove pixelated edges from a low quality photo

Hello,

Im using Corel Photo-Paint X5 and was wondering how to decrease or remove pixelation from the edges of a low quality photo? Iva atached a sample below

    In following example:

    1. I use Smart Blur effect a bit

    2. manual cleanup with some painting

    3. apply noise to hide some banding and simulate grain
