How to remove pixelated edges from a low quality photo

Hello,

Im using Corel Photo-Paint X5 and was wondering how to decrease or remove pixelation from the edges of a low quality photo? Iva atached a sample below

    Hi,
    .    Is the pixellation due to the edges of the pixels showing up.
    .    If so, upsampling with anti-alias turned on and then resampling to whatever you need may work.
    .          I also use  a variation of Jeff’s method.
    1.  Upsample by as  much as your computer can handle.
    2.  SELECT the area of interest.
    3.  Select the border.  (MASK > MASK OUTLINE > BORDER).
    Set the width to the width of the pixellation.
    4.  Blur to taste.
