Ok I got time to actually look at this and there are certainly operating parameters that the user must know. First I want the users to try this. Under the tools menu, options, global, color set the spot color to a specific spot color palette, as well as the Pantone colors to match, close the dialog and Draw then launch Draw and see if the eyedropper in the properties dialog behaves better.
What I'm finding after these setting is that the color dialogs in the properties docker are incorrect, they default to the incorrect colors even when set properly, the eyedropper selects the proper color if I use the palette docker.
Here is a capture of the 3 eyedropper tools readily available. The eyedropper tools in other dialog such as fountain fill seem to work.
In the case of the eyedropper in the properties dialog it's only the eyedropper in the swatch in the properties docker color swatches, if you select colors with the eyedropper in the palettes with the same eyedropper it works or with the pick tool in the properties docker swatches all is fine.
