1. Why make a big deal out of this. What's so secret about CPT files.
2. It's very late in the game for Corel to look for cures for thumbnails after more than ten years of complaints. Obviously, your team is not going to see it on their computers. They never have seen it before.
3. It's better that the Corel team should spend its time to find the causes of all the crashes and bugs that people are still complaining about. My initial installation of DRAW X7 crashed thirty seconds after I opened it.
4. I can't spend any time uninstalling and then reinstalling the OS and about twenty other applications. I uninstalled X7 and reinstalled X6. All thumbnails now appear with the X6 Shell Extension. So what was changed in the X7 Shell Extension.
5. Mystic Thumbs has created thumbnails for Corel CDR files, Adobe PSD files, and about 100 other file types. They must know more about creating thumbnails than anybody else. .

Core is a propietary sotware, it's not Open Source. So, I believe that Corel have no plans for share their code with other companies.
If we had to vote on this issue, I would vote for not providing confidential information to Mystic Thumbs or any other company. Instead, perhaps it would be better to buy a Mystic Thumbs or another similar company, if the company decides to seek an external solution.
Have you tried Corel Connect? it's a visual file manager made by Corel. It should display all icons
