Can I just convert photos into clipart in CorelDraw. Or do I have to redraw the a whole photo..

If you need it in vector form, you could try the trace in Corel Draw (Powertrace within Corel Draw in X3 and X4, a stand alone program (Corel Trace I think it was called) in prior releases. However it is only a small number of photographs that are suitable for any form of vector representation.
